What you should know about eInvoicing in Australia & New Zealand?

What is eInvoicing?

eInvoicing is the direct, electronic exchange of invoice information between suppliers’ and buyers’ financial systems, using a common standardised format that’s readable by both people and computers. eInvoicing removes the need for manually entering or scanning invoice data into the system.

With eInvoicing:

  • suppliers don't need to print, post or email paper-based or PDF invoices
  • buyers don't need to manually enter or scan invoices into their software
  • businesses can connect once and immediately transact with everyone on the same network, no matter what eInvoicing-enabled software they use.

Why should I adopt eInvoicing?

eInvoicing is the direct, electronic exchange of invoice information between suppliers’ and buyers’ financial systems, using a common standardised format that’s readable by both people and computers. eInvoicing removes the need for manually entering or scanning invoice data into the system.

What is eInvoicing framework for Australia & New Zealand?

The Australian and New Zealand Governments legislated to adopt the Peppol framework as the common and standard network for eInvoicing. Peppol is an international eProcurement framework which standardises the way in which information is structured and exchanged between systems, therefore reducing complexity for business in adoption.

What is the eInvoicing legislation in Australia?

The Australian Government has demonstrated their commitment to eInvoicing through investment initiatives. A Digital Business Plan was announced in September 2020 mandating eInvoicing for Commonwealth agencies by 1 July 2022, with adoption rolling out across State/Territory and Local governments and by businesses.  In conjunction with a mandate that eInvoices have a five day payment timeframe. What is the eInvoicing legislation in New Zealand?

The New Zealand Government announced in June 2021 that Central Government agencies were set eInvoicing implementation and eInvoice volume targets that all Central Government agencies to be eInvoicing ‘receive’ capable by 31 March 2022. With the aim to have 90% of business to Central Government invoices as eInvoices by July 2026.

Wider Government is also encouraged to adopt and use eInvoicing with the aim to drive the faster payment of invoices across all New Zealand businesses.

  • What is the Peppol eInvoicing framework?

    Because the widespread adoption of eInvoicing relies on the direct exchange of information between multiple, different software systems, data must be shared in a standardised format.

    Therefore, Australia and New Zealand have adopted the Pan-European Public Procurement On-Line (Peppol) interoperability framework. Peppol is a proven, international standard that’s used in over 34 countries around the world to facilitate eInvoicing.

    Peppol is run by OpenPEPPOL, a non-profit association that develops, maintains, and governs the Peppol specifications to encourage the growth of open and accessible digital trade.

  • When and why was eInvoicing legislation introduced in Australia & New Zealand?

    In 2018, the Australian and New Zealand governments signed the Trans-Tasman Electronic Invoicing Arrangement. Both countries wanted to create a shared approach to eInvoicing to make international trade easier and more secure.

    Both countries see eInvoicing as an important piece of their digital economy strategies.

  • What is an Access Point and do I need one?

    Access Points are necessary to provide the means for two different business systems to speak to each other. eInvoicing is delivered via a four-corner model. Corners 1 and 4 do not exchange invoices directly - they depend on an exchange between Corners 2 and 3 (Access Points).

    To embrace TechnologyOne’s solution for eInvoicing, businesses will need to directly engage an accredited provider.

    Access Points are provided by accredited service providers. Service providers also act as Service Metadata Publishers within the Peppol Framework.

  • Is eInvoicing mandatory?

    While there are clear benefits for the business community, eInvoicing is not mandatory in Australia or New Zealand for businesses at this time. However, there are requirements for Government agencies in Australia & New Zealand as outlined above. For all the latest updates and requirements, refer to the ATO and MBIE directly.

    It’s wise for businesses to remain ready to meet evolving compliance obligations.

  • How is TechnologyOne helping customers benefit from eInvoicing?

This allows us to contribute to the OpenPeppol community and engage in discussions on the future of eInvoicing and wider eProcurement standardisation.  The benefit for our customers is that we are actively advocating for them based on business requirements and in turn to ensure our solution is future proofing them in relation to any decisions on standardisation.

    We’re engaging with Access Point service providers to ensure our customers can choose their preferred provider with interoperability.

  • How does TechnologyOne's solution handle responses to eInvoices?

    Network-level responses are sent back to the Access Point on receipt of an eInvoice. In the case that an eInvoice is not received then a failure response will be sent back to the Service Provider so that the eInvoice can be re-sent. Message Level Responses are handled by your Service Provider.

  • What release is TechnologyOne’s eInvoicing solution available on?

    Our eInvoicing solution is available from the 2021A Release (or later as subsequent releases become available).

  • Do I need to upgrade to CiA to take advantage of eInvoicing?

    Yes. Our Cia platform provides a range of new capabilities that provide additional business benefits and are complimentary to the eInvoicing business process, including our Intelligent Invoice Processing and analytics on time to pay insights. To obtain guidance on upgrading to CiA, speak to your account manager today.

  • Does TechnologyOne support Self-billing or Recipient Created Tax Invoices (RCTIs)?

    Self-billing is an optional extension within the Trans-Tasman eInvoicing framework. We will not be supporting self-billing within the framework within the initial eInvoicing release. This is however an additional service offering we will provide in conjunction with the RCTI Service Contracts work scheduled for future release.

  • Are there any TechnologyOne customers live with receiving eInvoices?

    Yes, we have numerous Government agencies in both Australia and New Zealand using our solution, as well as other customers. See the media release.
